About the Land Use Academy of Utah (LUAU)
The Land Use Academy of Utah, often referred to as LUAU, was originally funded by a grant from the Utah State Legislature supporting the creation of the first statewide uniform and comprehensive online land use website resource to train, inform, and educate elected and appointed officials in statutory land issues and best planning practices. Beginning with its launch in 2015, LUAU was managed by the Utah League of Cities and Towns (ULCT)* and supported by several stakeholders, including the Office of the Property Rights Ombudsman.
In late 2023, ULCT and the Ombudsman's office formally agreed to shift management of the site to the newly-appointed Statewide Land Use Training Director position, housed within the Office of the Property Rights Ombudsman, with the intent to have the site updated and expanded to serve as the central repository for land use training, information, and education materials for the entire state. Ongoing funding for LUAU is now provided by the 1% surcharge on all building permits in the State of Utah.
ULCT and the additional stakeholders remain actively engaged in creating, supporting, and collaborating on the many resources housed within LUAU. Below is a list of LUAU Partner Agencies committed to providing high-quality land use tools, information, and resources for all of Utah.
